Web design must be simple but also memorable.
The term "design" often evokes connotations of aesthetic detail because of its ubiquity in terms like "web design," which pertains to an industry where artistic talent is a proven area where one can get ahead of the competition. Indeed, audiences would generally expect that a given website features more than a baseline level of aesthetic sophistication that would reflect well on the public image of the corporation behind it. As the years have gone by, it has become easier to implement striking and responsive interactive effects dependent on the user's mouse clicks and page scrolls. Thanks to the advent of more flexible image formats such as syntax-based SVG, it has also become easier to present such work in ways that will not force users' browsers to download large files before rendering the pages.
It is this ease of implementation, however, that leads many web designers to erroneously focus on style at the expense of substance — even if they might assume they are giving a well-optimized experience and an ideally written selection of informative content. The ultimate goal of web design should always be to present the content in the way that is most likely to be easily found and then remembered by the audience. If users would have a hard time digging through the navigation to get to it, then its lower rankings in SERPs would arguably be well-deserved.
That said, minimalism in aesthetic design represents an opposite extreme that would also be harmful to the website's perceived value to its audience. If a website practically comes across as a set of plain text and hyperlinks on a mostly pale background, then it will assuredly convey to the visitor that the company lacks the funding to present so much as a website comparable to the standardized designs of its competitors. Therefore, it will be seen as having little money to devote to its actual service quality even if that is not necessarily the case. Keeping design complexity at a happy medium is generally the best methodology for content-oriented web design, especially since a website can still look extremely appealing regardless.
